Tenant empowerment scheme

Guess this could be a tenant entrapment scheme - lulling tenants into taking over running services which councils get council tax to run, if that makes sense.

Government Draft Mandate for the NHS Commissioning Board - Help or Hindrance?

The English Department of Health is consulting on the mandate for the NHS Commissioning Board. The NHSCB will pull the strings of Clinical Commissioning Groups and Commission GPs - is the mandate that the Government is giving it good enough or will it divert us away from system level actions to address inequality and increase citizen control?
