A very good question. 

Some Councils are cutting their council tax bills at the moment while others are putting them up. I think a lot must depend upon their own financial settlement from Westminster and their own outlook as to whether they should maintain services at a certain level or reduce them. Clearly some Councils are better at finding savings than others or are prepared to make use of financial reserves to make up shortfalls.
